East Palo Alto (abbreviated EPA) is a city in San Mateo County, California, United States. As of the 2020 census, the population of East Palo Alto was 30,034. It is located on the San Francisco peninsula, approximately halfway between the cities of San Francisco and San Jose. To the north and east is San Francisco Bay, to the west is the city of Menlo Park, and to the south is the city of Palo Alto. Although the city is called 'East' Palo Alto, it is directly north of Palo Alto. Although East Palo Alto is erroneously thought to be part of the City of Palo Alto, it has always been a distinct entity since its formation as an unincorporated community and its incorporation in July 1983. It is also in San Mateo County, while that of Palo Alto Alto is in Santa Clara County. The two cities are separated only by San Francisquito Creek and primarily by the Bayshore Freeway (most of East Palo Alto is northeast of the freeway, while all of Palo Alto's residential area is southwest of the freeway). Revitalization projects in 2000 and the relocation of high-income, high-tech professionals to new settlements, including Google and Facebook employees, have begun to erase the cultural and economic differences between the two cities. East Palo Alto and Palo Alto share area codes and zip codes. In 1990, 43% of East Palo Alto residents were African American, due to red-lining practices and racial restrictions in Palo Alto. As of 2020, Latinos make up about 66% of the total population, while African Americans are down to about 11%. A small minority of Pacific Islanders also live in East Palo Alto, mostly of Tongan, Samoan, and Fijian descent. The prosperity that swept through Silicon Valley during the dot-com boom of the late 1990s largely bypassed East Palo Alto. The Ravenswood City School District, which serves East Palo Alto and part of adjacent Menlo Park, is grappling with poor academic performance. Eventually, however, land shortages on the peninsula and rising property prices meant that East Palo Alto also became an option for urban regeneration. Until recently, gentrification was rare in East Palo Alto. East Palo Alto also includes a small lot across the Bayshore Freeway (US Route 101) from the Mall, a roughly triangular area between US 101 and San Francisquito Creek that was formerly a two-story business district called the Whiskey gulch. The name harkens back to the days when Stanford University, across West Palo Alto, was barren and prohibited the sale of alcohol within a mile of campus. Whiskey Gulch, just outside these limits, was home to a number of liquor stores, bars and music venues. Long after the university relaxed its prohibition rules, the neighborhood retained that character until 2000, when the city tore down Whiskey Gulch and replaced it with the University Circle office complex. A 200-room Four Seasons hotel opened on University Circle in 2006. More than 25% of East Palo Alto (over 400 acres) has been demolished in the past 10-15 years (since about 1997) and replaced with new residential brands and dealers . , including IKEA, Target, Home Depot, Nordstrom Rack, Togo's, Starbucks, Office Depot, Mi Pueblo Food Center and Jamba Juice, attracting a whole new audience. The University Square community has become particularly attractive to young tech professionals and high-income couples, including many employees of Google, Facebook, Sun Microsystems, Yahoo! and various other software companies and startups.
