Cairo (/kro/ KAIR-oh) is the southernmost city in Illinois and the seat of Alexander County. The city is located at the confluence of the Ohio and Mississippi rivers. The United States Army Corps of Engineers dug levees in the Mississippi River plain near Cairo, Missouri to prevent flooding in Cairo and other more populated areas downstream along the Ohio and Mississippi rivers.
