Kaskaskia is a city in Randolph County, Illinois. Because it was inhabited by Native Americans, France settled it as part of Illinois land. It is named after the Kaskaskia people. The population peaked in the 18th century when it was a regional center with around 7,000 inhabitants. During the American Revolutionary War, the city, which by then had become an administrative center for the British province of Quebec, was captured by Virginia militias during the Illinois campaign. It was designated the county seat of Illinois County, Virginia, and became part of the Northwest Territory in 1787. Kaskaskia later became the capital of the Illinois Territory of the United States, which was incorporated on February 3, 1809. When Illinois became the 21st state, the city briefly served as the state's first capital until 1819, when the capital was moved to more central Vandalia. Most of the city was destroyed in a flood in April 1881, when the Mississippi flowed east through a new channel and took over the lower 10 miles (16 km) of the Kaskaskia River. This was the result of deforestation of the river banks in the 19th century because crews used the wood as fuel for steamboat and railroad traffic. The river now flows east instead of west of the city. However, the state line remained in its original position. Thus, viewing the Mississippi River as a break in physical continuity, Kaskaskia is an Illinois exclave located west of the Mississippi River, accessible only from Missouri. A small bridge crosses the old riverbed, now a stream which sometimes fills with water during the flood season. At the 2020 United States Census, the population was 21, making it the third largest incorporated community in Illinois, behind Valley City (population 14) and Florence (population 17). Kaskaskia has an Illinois area code (618) and a Missouri zip code (63673). The roads are maintained by the Illinois Department of Transportation, and few residents vote in Illinois elections. The city was evacuated during the great flood of 1993, which covered it with more than 3m of water.
