In 1910, the Virginia-Carolina Railroad announced that the company would extend track from West Jefferson to Elk Cross Roads. The train was nicknamed the 'Virginia Creeper' for its slow but steady climb up steep grades. At the height of the boom, Todd had two doctors, a dentist, a bank, seven stores, three factories and two hotels. The municipality was founded in 1915 and had a mayor, council and bailiff. Walter Cook, co-founder and manager of the general store for more than 40 years, was the only mayor elected. The Virginia-Carolina Railroad reached Todd due to standing logs. But by 1934 the lumber had run out and the Great Depression forced the railroads to close services to Todd. The Bank of Todd was liquidated and the town's commerce disappeared entirely within a few years. In 1940, a devastating flood washed away the buildings and hastened Todd's decline. During World War II, only a handful of companies remained. The North Carolina General Assembly officially repealed the city charter for families working on mountain farms in 1970. In the 21st century, Todd has experienced a boom fueled by cultural tourism and second home communities. Rivergirl Fishing Company, Wahoo's Adventures and Todd Mercantile & Bakery are popular with locals and visitors alike. The Todd General Store was destroyed by fire on February 25, 2021.
