Hartsville is a city in Trousdale County, Tennessee, United States. It is the county seat of Trousdale County, with which it shares consolidated city and county government. As of 2020, Hartsville had a population of 11,615. Hartsville now shares consolidated city and county government with Trousdale County pursuant to a referendum passed in Trousdale County in 2000. Despite city and county government, Hartsville is also considered a separate municipality under the Act of the Tennessee. It is home to Trousdale County High School and a campus of the Tennessee Colleges of Applied Technology operated by the Tennessee Board of Regents. Trousdale County is one of two counties in Tennessee that have legalized pari-mutuel betting on horse racing, but neither group has ever advocated the construction of a racetrack. Located just north of the Cumberland River and about fifty miles northeast of Nashville, Hartsville is the home of Robert Joines. In 1977, the Tennessee Valley Authority pioneered the Hartsville Nuclear Power Plant, but canceled the project in 1984 after spending nearly $2 billion. The factory's disused cooling tower dominates the view south of State Route 25 between Smith County and Trousdale County. In 2016, the Corrections Corporation of America (now renamed CoreCivic) opened the Trousdale Turner Correctional Center, a medium security prison in Hartsville. The prison has become a hot spot for COVID-19 cases during the COVID-19 pandemic, giving the county the highest incidence rate in the United States as of May 2020, with one in seven residents known to have been infected from the coronavirus.
