Along with Fort Wool, Fort Monroe originally protected the shipping channel between Chesapeake Bay and Hampton Roads, the natural harbor at the confluence of the Elizabeth, Nansemond and James rivers. Union General George B. McClellan landed his forces at the fort during the 1862 Peninsular Campaign during the American Civil War. Until decommissioned in 1946, the fort's protected areas included all regions of the Chesapeake Bay and Potomac River, including the sea approaches to the cities of Washington, DC and Baltimore, Maryland, as well as major shipyards and naval bases in the Hampton Roads area. Surrounded by a moat, the six-sided bastion fort is the largest fort ever built in the United States. When first explored by a mission led by Captain Christopher Newport in the early 16th century, the early days of the Virginia colony, the site was identified as a strategic defensive site. Beginning in 1609, Virginia's defenses were built at Old Point Comfort for the first two centuries. The first was a wooden stockade called Fort Algernourne, followed by other small forts. However, the much larger stone structure that became known as Fort Monroe (and adjacent Fort Wool on an artificial island across the channel) was completed in 1834 as part of America's third system of fortifications. The main fort was named in honor of US President James Monroe. Although Virginia became part of the Confederate States of America, Fort Monroe remained in Union hands during the American Civil War (1861-1865). It has become known as a historic and symbolic site of the former slaves' early freedom under the smuggling policy. Subsequently, former President of the Confederacy, Jefferson Davis, was imprisoned in the fort for two years. He spent the first months of his imprisonment in a cell within the casemate walls of the fortress which today forms part of his prison. In the early 20th century, numerous gun batteries were set up in and around Fort Monroe as part of the Endicott program; It became the largest fort on the Chesapeake Bay and the headquarters of the harbor defenses. Artillery schools were located here in the 19th and 20th centuries, including the Coastal Artillery School (1907-1946). Continental Army Command (CONARC) Headquarters (1955-1973) was at Fort Monroe and was replaced by United States Army Training and Doctrine Command (TRADOC) in 1973 after CONARC merged with TRADOC and United States Armed Forces Command (FORSCOM) had been divided in responsibility for all active Army units in the continental United States. TRADOC was headquartered at the fort from 1973 until it moved to Fort Eustis in 2011. Fort Monroe decommissioned on September 15, 2011, with many of its functions transferred to nearby Fort Eustis. Several Fort Monroe reuse plans are under development in the Hampton community. On November 1, 2011, President Barack Obama signed a proclamation designating parts of Fort Monroe as a national monument. It was the first time President Obama exercised his authority under the Antiquities Act, a 1906 statute that protects sites considered to be of natural, historical or scientific significance.
