East Middlebury is a census-designated place in the city of Middlebury, Addison County, Vermont, United States. The population was 425 at the 2010 census. East Middlebury first came to the attention of settlers from English America after the French and Indian War. Middlebury's charter dates from 1761, and East Middlebury was first settled in 1775, when Ebar Evarts cleared the land for the building of a public house, the forerunner of the modern Waybury Inn. Jonathan Foot began developing the Middlebury River Gorge area in 1790. The village's development was aided by its location at the western end of the Green Mountains Trail at the entrance to Otter Creek Valley. The Middlebury River Gorge was also a prime area for the production of hydroelectric power from the mills located on its banks. The first of many mills built in the town was a sawmill on the south bank of the river near the top of the gorge. This area was also home to the East Middlebury Iron Works (18311890) and was the last Vermont hardware store to close. The river also powered a grain mill, a woolen mill, and a tannery. In 1810 Jonathan Foot built a 'Place of Amusement' (Waybury) which also served as a stagecoach stop for traffic over the mountain pass. By 1812 the town had added a general store. Epaphras Jones, who founded the Vermont Glass Factory Company at Lake Dunmore, built another glass factory in East Middlebury in 1814. The building was a circular brick structure, located west of Waybury and across the street (the site of the Chapel of San Barnabas). In 1821 the parish had ten dwellings, an inn and some shops. town in 1850. Norman Tupper built a corn mill further south along the river. This facility was purchased by the Brown Novelty Company in 1915 for the production of wooden toys. The Bishop's former rectory (Partridge House) is believed to be the oldest dwelling in the village. This may be the original house built by Jonathan Foot. The Foote/Zahn house was the house built by Epaphras Jones, who had his glass factory directly across the street from the house. The East Middlebury Prudential Committee is an independently elected legislature (not affiliated with the Middlebury Selectboard) that governs East Middlebury Fire District No. 1 and manages East Middlebury's water system. His responsibilities include setting water tariffs for residents and businesses in East Middlebury. Though the factories and small businesses have abandoned East Middlebury, it remains a riverside town beneath the Green Mountains. The city has experienced severe flooding (1928, 1937, 2011).
